Because if it is installed in Legacy mode, the it's harder to handover boot to GRUB. If its UEFI, you can just point to it from BIOS, like in screenshot.
Learn how to configure the Boot Order in the System BIOS for HP PC.When your computer starts, the system BIOS begins to check a predetermined list of drives

Modern PCs often now come without Legacy (or CSM) boot options and only have UEFI. Also, we do not provide support for Linux, installation or booting. So you will need to contact the support
Steps I have taken: - Cleared Secure Boot Keys - Reset. - Selected Legacy Support Enable and Secure Boot Disable - Reset. - Go back to BIOS --> Boot Options -->Attempt to Uncheck UEFI Boot Order (Unable to) --> Check to see if Legacy Boot is available and its a no go. - Then I go back to the secure boot options and verify that none of my Bootable USB Pen Drive Not Showing in Boot Menu Devices#BiosSetting #PenDriveNotShowing #BootFacebook Page : Don't go to BIOS settings, instead, press (I think) F11 and then the screen should go off, and then the BIOS logo should reappear and boot to the nearest device that's not internal HDD/SSD (it will if it doesn't sense any devices other than that). USB, CD/DVD, external HDD/SSD, USB Floppy/CD, and a few more should boot. Share.
